A burn ban that began Feb. 8 remains in effect in Pottawattamie County. Firefighters responded to six fires on Feb. 28 and want to remind the public of the fire danger.

Zone 7 Water Agency declared a drought emergency in September, requiring a savings of 15% from all water service providers in Livermore, Pleasanton and the Dublin San Ramon Services District. The drought emergency remains in effect, despite recent rainfall.

Drought and low water storage led the Zone 7 Water Agency Board of Directors to unanimously declare a drought emergency and mandate 15% water use reduction for all Zone 7 retailers. July water savings was about 7%, compared to July 2020, so action is needed immediately to ensure adequate supplies in 2022. A Stage 2 Shortage Emergency and local drought emergency resolution were also approved at the Sept. 1 special board meeting.
Zone 7 serves customers in the cities of Livermore and Pleasanton, Dublin-San Ramon Services District and the California Water Service Company.

The City of Norfolk and Madison County were not issuing burn permits for open burning as of Feb. 28. The fire chiefs from Madison County request that residents refrain from open burning and to be careful with used smoking materials.

The Cadillac fire originated along I40 frontage road and South Dowell Rd, in Potter County outside of Amarillo at approximately 1500 on February 21st, 2022. Elevated fire conditions contributed to a rapid spread and significant fire behavior. The Texas A&M Forest Service is in unified command with local fire departments and other local resources. The fire is burning in grassy fuels within the Wildland Urban Interface. Multiple structures have been threatened with an unconfirmed number of structures lost. Drought, low soil moisture and good cotton prices are expected to lead Texas farmers to plant less corn and more drought-tolerant crops like cotton. Some regions, like much of the Lower Rio Grande Valley and the High Plains, are irrigated, but drought is a bigger concern in West Texas and the Texas Plains where dryland agriculture is the rule. The high price of nitrogen fertilizer could also sway farmers to plant less corn and more cotton.

SUMMARY...Heavy snowfall will continue to develop east-northeastward
through the morning from eastern New York, northern Massachusetts,
Vermont into New Hampshire and western/southern Maine. Snowfall
rates in excess of 1 in/hr are likely for several hours with
brief/locally higher rates possible.
DISCUSSION...A low-amplitude shortwave trough over the Lower Great
Lakes/southern Ontario at mid-morning will continue steadily
east-northeastward, with increasing/eastward-transitioning forcing
for ascent influencing eastern New York into New England early
today. This is associated with DPVA and strong warm advection, with
the latter directly influencing a transitional precipitation type
across near-coastal/far southern New England. Aforementioned forcing
for ascent coincident with a moderately deep and saturated dendritic
growth layer will likely continue to support 1+ in/hr snowfall rates
through the morning. With steep mid-level lapse rates noted in
upstream observed soundings in proximity to the shortwave trough/dry
slot, weak static stability/weak slantwise CAPE may also be an
influence for a brief bout of locally higher snowfall rates, before
snow/precip rates diminish from west-to-east into this afternoon.

A deamplifying shortwave trough will continue east-northeastward
over the Northeast States and New England, with a cold front
advancing east-southeastward across the coastal Southeast States. A
few lightning flashes have been noted in the predawn hours
near/behind this front. However, weakening low-level convergence and
increasingly marginal thermodynamic profiles suggest that the
potential for thunderstorms into the Carolinas/Mid-Atlantic region
will likely remain below 10 percent. Dry/stable conditions will
otherwise preclude thunderstorms across the remainder of the CONUS.

Summer and fall were dry in the Sioux Falls area of South Dakota, and winter has delivered less than half of the normal amount of snow. Farmers have noticed the dryness and talk about it, knowing that there is little subsoil moisture at present.
