Due to the approach and potential impacts of Hurricane Dorian, the Governor has declared a State of Emergency for North Carolina. Hurricane Dorian creates an imminent threat of severe economic loss of livestock, poultry and crops ready to be harvested. At Commissioner Troxler's recommendation and pursuant to N.C. Gen. Stat. § 166A-19.70(g), the Governor has directed the Department of Public Safety to temporarily suspend weighing those vehicles used to transport livestock, poultry or crops ready to be harvested. The Governor has also declared that the maximum hours of service for drivers prescribed by N.C. Gen. Stat. § 20-381 should be waived. Crews completed line on the fire’s perimeter bringing containment to 100%. Remote fire crews were returned to basecamp early Sunday afternoon and staged at basecamp during the predicted storms.Command of the fire will transfer from Rankin’s Type 3 team to Paul Ward’s Type 4 team. The team consists of 13 helitack members and a Type 3 helicopter which will be used to monitor the fire and respond to any new fires in the area. September 8, 2019 morning update. Approximately 40 fires have been confirmed in the Klamath National Forest from the storms on Wednesday night and Thursday. Most have been managed and remain small, between 1/10th of an acre to five acres. Resources are on scene or responding to all of these fires. Additional information for two larger fires, the Lime on the Happy Camp/Oak Knoll District and the Kidder 2 on the Salmon/Scott District are being updated on InciWeb separately on their own pages. We will continue to update InciWeb as new information is available.

The Canyon 66 prescribed burn began Tuesday, September 3 on the Lookout Mountain Ranger District of Ochoco National Forest with the intent to treat just over 5,000 acres over the course of two or three days.The Lookout Mountain Ranger District of the Ochoco National Forest first attempted the treatment last fall, but called off the project because fuels were too dry. This year, fuels within the unit have been too wet and green to attempt the burn. Managers expect that with current hot weather, fuels within the Canyon 66 unit will dry enough to adequately consume and meet prescription.Preparation work that began last year was finished prior to the burn. Workers prepared containment lines around the unit by removing brush, tree limbs, and other fuels, and digging hand lines in strategic places. Lightning-Ignited Fire Burning in the Wilderness This Devore Creek Fire is burning entirely within the Glacier Peak Wilderness, between 5,700 – 6,800 feet of elevation. Lightning storms came through the area on July 23 and 24, 2019. The fire was reported on July 26 and first observed at by aerial reconnaissance at five acres. Rapellers arrived within two hours of the initial report and the fire had grown to approximately 75 acres. They could not safety engage the fire directly due to its size, the extremely steep terrain, and the amount of fuel available to burn. Fire Expected to Burn Until a Season Ending Weather Event The fire has seen minimal growth in recent days, but due to the fire’s remote location and the heavy fuels it’s burning in, the fire will be on the landscape for the rest of the season. Burned Area Emergency Response (BAER) teams have been established to begin burned area surveys of the wildfires that recently burned on federal lands of the U.S. Forest Service - Southwestern Region. BAER team surveys are rapid assessments of the burned areas that evaluate post-fire conditions of the burned watersheds and determine the potential for increased post-fire flooding, sediment flows, and rockslides. BAER teams typically consist of scientists and specialists including hydrologists, geologists, soil scientists, road engineers, botanists, wildlife and fisheries biologists, archaeologists, recreation and trails specialists, and geographic information specialists, from federal and state agencies. BAER teams work together during the burned area surveys, field data analysis and modeling phase, to present findings along with recommended BAER treatments to the Forest Supervisor. The Left Hand Fire is a lightning caused wildfire discovered at approximately 8:00 am on July 23, 2019, on the Okanogan Wenatchee National Forest approximately 32 miles northwest of Yakima, Washington. Firefighters were promptly dispatched to the fire located on the side of a steep, rocky drainage without interior roads. After hiking to the location, firefighters had some initial success, until burning material rolled down the steep slope crossing containment lines and spreading the fire. Efforts continued over the ensuing 48 hours; however, the fire became established in larger dry fuels on the ground and progressively spread to adjacent grass, brush and individual standing trees. Subsequent warmer, drier conditions and strong winds produced more rapid growth over the next several days. As of 6 p.m. on September 3, the R1 Ranch Fire is 98% contained at 3380 acres. Crews from the local units will continue to patrol the fire. This will be the last update about the Ranch Fire unless conditions change.

Fire resources worked hard today and the fire is 100% contained. Today’s work included: patrolling the fire perimeter, extinguishing interior heat and repairing fire line that heavy equipment created during initial attack. Two State Dept. of Natural Resources and Conservation (DNRC) helicopters were on site to provide firefighters with water if needed.Though many resources will be demobilizing Tuesday morning, including the County Assist Team, there will be DNRC and local resources in the area patrolling the fire. Moving forward, small puffs of smoke and or ash/dust tornados will be visible in the fire area. This is normal when weather is hot, dry and windy over a large burned area. The fire has had no growth since 8/29/19 and is holding at ~2,800 acres. No structures have burned. Recent rains have created very favorable conditions, allowing Fire managers from the Cibola National Forest and National Grasslands to manage a lightning caused fire for resource benefit on the Mt. Taylor Ranger District. The Triple Nickle Fire is being carefully monitored and managed as it burns naturally in the ecosystem, promoting forest health and resilience while reducing the potential for future catastrophic wildfires. Along with burning unwanted dead and down woody material, it will remove encroaching conifer trees from historic open meadows, increase plant diversity, improve wildlife habitat, and restore the natural fire regime.

The lightning-caused Little Bear Fire was first discovered on July 26, located about 7 miles southeast of Hatch. The Little Bear has grown to approximately 2450 acres and has 77 fire personnel assigned as of Aug. 30. It is gradually spreading north and east within the identified boundaries of the planning area. As it burns naturally through the area, it can be beneficial to the fire-adapted ecosystem by removing fuels that could feed future forest

A temporary flight restriction, NOTAM 9/6654, is in place over the fire area to provide a safe environment for firefighting aircraft.

Firefighters are currently working to contain the Copper Breaks wildfire in Hardeman County. The fire started August 16, 2019 south of Quanah, Texas.The wildfire burned in rough terrain, with multiple structures threatened and saved. Ground crews are engaged in patrol and mop up, with support from helicopters, if needed. Air Attack is relaying fire size and behavior, working in unison with aircraft and ground crews. The Mercer Fire was ignited by lightning August 22, 2019 in the Pusch Ridge Wilderness north of Melpomene road. The Saguaro Wildland Fire Module and the Mesa Interagency Hotshots worked to secure the fire yesterday and made great progress. Last night, the fire transitioned from a Type 4 Incident commander down to a Type 5 Incident Commander. All firelines held overnight, and there was no smoke visible this morning. Today firefighters will hold, patrol and improve firelines, as well as cold-trail and mop-up (identify remaining smoldering fuels, and extinguish them ) as needed. If fire activity does not increase, resources will eventually be released, and the fire will be placed in monitor status by Santa Catalina District personnel.
