International Terrorism Victim Expense Reimbursement Program (ITVERP)

Program Description

The International Terrorism Victim Expense Reimbursement Program (ITVERP) is a unique federal program. It reimburses certain expenses of victims of terrorism. A victim must have suffered direct physical or emotional injury or death due to an act of terrorism abroad.

The conditions below must be met to qualify:

  • The event must have occurred outside the U.S.
  • The expenses must be a direct result of the event.
  • The event must be designated an act of international terrorism for ITVERP.

You may check for your event on the Terrorist Incident Designation List. Once your event is on the list, you may submit the related expenses for victims who qualify. If your event is not on the list, ITVERP staff will submit a request for designation.

Related expenses may include:

  • Medical (including dental and rehabilitation)
  • Mental health care
  • Property loss, repair, replacement
  • Funeral and burial
  • Miscellaneous expenses (like temporary lodging, local transportation, telephone, emergency travel)

General Program Requirements

To qualify, at the time of the event you must have been:

  • A U.S. citizen
  • A U.S. employee
  • A U.S. government contractor, including foreign nationals

A family member or legal designee may apply for a victim who is a minor, incompetent, incapacitated, or killed. You may also apply if, along with the victim, you are a:

  • Spouse
  • Parent
  • Child
  • Sibling
  • Legal designee
